NEW REFORMATION UNITY FORUM (NRUF) / ALL REFERENDUM
PEOPLE - MOVEMENT (ARP-M) , the movement of people who believe in the
unity of one Nigeria by using political solution in the present Nigerian six
geopolitical regions/zones and arrangements to solve the country national
problems through POWER ROTATION AND THE REFORMATION of the
present political systems using local contents.

R
EFORMATION NEW REFORMATION UNITY FORUM (NRUF) / ALL REFERENDUMPEOPLE - MOVEMENT (ARP-M)
as a movement is fully committed to the total
overhaul of Nigeria political systems through restructuring of the existing
commands of the country, and our manifesto flows from thorough review of the
past Nigerian governments failures in our desire for unity, equity, justice,
national integration, social economic independence of all regions to bring
political stability to the country Nigeria. This is indeed an uphill task but
5
achievable through unity and collective mobilisation of Nigeria home and
abroad.
POWER ROTATION
The major reference point or highlight of the ARP-M reforms agenda is the
POWER ROTATION between the six geopolitical zones/regions of the country
with one single term of five years at the center.
Our progressive movement ARP-M intends to sponsor bills to implement our
proposed constitutional and electoral review at the National Assembly to drive
home our reforms through an act of a referendum by the people.
POLITICAL / ELECTORAL REFORMS
(i) ALL REFERENDUM PEOPLE - MOVEMENT (ARP-M)
Reforms will bring about a local content in Nigerian system of government by the
introduction of regional system of governance in adopting the present six
geopolitical zones and grant them autonomy. The autonomy so granted shall
encourage healthy and competitive development in those various regions.
There will be review of our presidential system of government at the center which will therefore meet our local content and aspirations of all regions. Our movement is proposing a parliamentary system of government at the regional level to national or center while adopting presidential system at the states and local government areas level. There will be a POWER ROTATION between the P RES I DENT AND DEP UTY P RES I DENT WI TH THE S I X VI CE PRESIDENTS IN ALL OUR NATION GEOPOLITICAL ZONES OF OUR REGIONS WITH FIVE YEARS SINGLE TERM IN OFFICE. With this arrangement all the regions would have tasted power at the center in 30 years of the proposed implementation. The above arrangements will alone solve most of the country problems like security, secession, electoral fraud, inequality, instability, resource control, adaptation and tribal/religious sentiments leading to divisive political systems.
(ii) PRESIDENTIAL / PARLIAMENTARY SYSTEM
OF GOVERNMENT
Our movement shall promote both presidential and parliamentary system of
government. The presidential system of government would be from the local
government to the state level where LGA/CDA (community development association), would supervise, envisage governmental projects/activities from
the local to the state. Hence, to promote as representative would be accountable to
its locality timely without lacuna that metamorphose to a prudent sustainability
of good governance of democracy.
Similarly, parliamentary system of government would be from the region to the
federal level. The movement shall also promote the appointment of ministers of
the Federal Republic of Nigeria from among the members of the Nigerian Senate
and Ambassadors from among members of the House of Representative. This
will not only reduce cost of running government in the mixture of scarce
resources but also encourage cooperation between the executive and legislative
arms of government and foster efficiency in running of government.
POLITICAL PARTY REFORM:
(i) TWO PARTY SYSTEM AND INDEPENDENT CANDIDATE
(A) Our movement shall propose a Two-Party system for our dear country as a
bedrock of sustainability of good governance, social economic and political
stability of the country. The two parties shall have and propagate separate
ideology and manifesto as a means of recruiting their membership and for
purpose of proper policies direction.
(i) The Two proposed political parties shall be formed by the people based
on the ideology set out by the government at the centre for easy membership and
shall have secretariate in all the local government areas of the country with their
headquarters at the federal capital territory. The Two-Parties shall be statutorily
created and sponsored by the government. The parties shall receive allocation
from federation account for their activities including payment of staff salaries
and shall be under direct supervision of Independent National electoral
Commission (INEC).
(ii) Their primaries election conventions, congress and nomination
precesses shall be conducted under the eagle eye and proper scrutiny of INEC.
The office of federal commissioner for parties supervision shall be encouraged
under INEC for effective management, monitoring and proper supervision of
activities of these two political parties to curtail frivolities and induce influences
from any member of these parties and menace of Godfatherism shall be totally
reduce from our political system.
